This classical oil on canvas is by Edward Masters (fl. 1860-1888). Masters was English, known for  his farmyard and village scenes. He was widely appreciated, such as at the prestigious Royal Society of Artists, where he exhibited between 1869 and 1875. He gained notoriety exhibiting a the Suffolk Street Galleries in London where he secured a large number of commissioned works.  He was elected to the Royal Academy in 1872, garnering him further notoriety.  The painting offered is in its original frame, monomgrammed lower right as was Masters' practice.  The level of detail here is extraordinary - notice the ripples in the water on the signature photo!
